Sarah,

I love your term, punctuation swats. I did / do the same thing with my daughters when giving them spanking warnings. When giving them a warning, it usually involves a scolding that I punctuate as needed with swats. Similar to your kids, my daughters start to cry even when I give them swats over their clothes (their crying is worse when they have clothes made of a thin material instead of jeans).

Are your pre-spanking swats given on a bare or clothed bottom?
