Sounds very sensible.

Some children have a lower threshold than others when it comes to a good spanking. Some can go through a good spanking with a glowing bottom and only show a small amount of discomfort, others can cry as soon as they are put over the knee. My Mother used to say "there is plenty of time for tears when the spanking is being done". Something usable to clean the fabric off from the tears and other exhaled items after a good spanking.
