Thanks for the link info. It seems quite a thing that's been on for sometime.

You know I am reminded of a TV program called "Eastenders" or something like that. I remember seeing that over an Australian channel sometime back. I wonder whether the schools talked about on that web site is around the district in the TV series with down to earth characters going about their daily lives and problems.

The concerns of the South Africans about taking away teachers most needed in the country would be the same concerns PNG would have. I guess there'd be very few if any PNGn's with a bachelors degree in specific content areas such as math, biology, chemistry, or general science plus a teaching certification. That's probably the only thing that would save the situation of taking away teachers. Otherwise everyone is free to make their choice. I would tend towards having a clause in any individual agreement to have the expat teachers' return to their homelands as soon as their contracts are up.

Reading the SAfrican teachers' experiences about spitting in the classroom in the UK reminds me of a normal thing in another developed country where students get up in the middle of the class to get a drink or candy from the vending machines and munch away during the class. The Chinese student teachers observing were socked. I didn't believe it too but I guess that's what cultural exposure means.

How did this shortage come about, through increased migration, or teachers just not wanting to teach in a particular district, or the particular district pay lower than other districts, or not enough teachers being trained or teaching is not as profitable compared to the new technology professions? It seems the developed world is well into planning its human capital resources well so that they are able to determine where their needs are and work to recruit from developing worlds in high tech and in this case, education/training. It's a good thing for the individuals but it migh also appear like the old days of labor recruitment. The motive of course cannot be equated with the old recruitment approaches.
