DramaTech Context:
One of the fellows sent abroad for studies, has just returned and is working in a buffer agency dealing with higher education institutions. He has ideas about improving access to higher education. Being exposed to facilities associated with information technology in a developed country, the individual is excited about the potentials of such facilities, (CDs, TV, video, satellite, computers, Internet, Radio, telephones, etc.), to help in facilitating the educational or learning process. Such process he believes may not require huge capital investment in terms of building and maintenance of expensive institutions of higher education. He arrives in the country in an environment where funding for higher education has been curtailed to its lowest for decades. But he is still totally up-beat about improving access to education and to higher education in particular.
The policy analyst has been asked by the CEO of the Education Department to represent the Department in an upcoming international seminar in the region on access to the Internet. In preparation for that seminar, he is giving a series of talks and holding discussions to canvass views from as many stakeholders as possible. One such talk is titled, "Higher Education Without Campus". As part of seeking reactions about this, he sends a copy of his paper to the local daily newspapers. He has also appeared in a local TV program to discuss emerging issues in education and mentions the idea of "higher education without campus".
A few people want to know more about his views but most, especially educators and academics, are skeptical and cynical about the statement and the whole idea.
Prior to the "drama-tech" script or dialogue that follow, other events include an internal seminar in the office where the policy analyst works. The paper is about policy options for access higher education in the country in preparation for the international seminar on "affordable access to the Internet". Another event is a set of demonstrations to parliament demanding more higher education places. Legislators call on the responsible bureaucratic departmental heads for advice on how to meet these demands. Apart from these demands, a national workshop/seminar on universal primary and secondary education sponsored by an international educational organization and the local Education Department is also conducted. The media report separately, the demonstration of potential higher education students and parents demanding more places in higher education institutions, the proceedings of the workshop on universal general education, and an excerpt from the internal newsletter of the buffer agency for higher education.
Meanwhile, communication between government ministers and national departmental heads and CEOs responsible for education, higher education, and telecommunications are taking place. A meeting between heads of relevant departments with potential involvement on the issue of information technology for access education is called. The policy analyst from the higher education buffer agency, other specialists from various agencies and organizations, other invited academics, educators and interested community representatives are also present. The "drama-tech" script will focus on the discussions during Scene III (see attached figure) chaired by the CEO of the Education Department.
