VICE CHANCELLOR 1: I fully endorse your assumptions about the declining resources to higher education and I want to adopt a positive stance towards the proposed concept. But I am still apprehensive. Perhaps my questions will indicate the source of my apprehension. Is this going to be a separate institution? How does it relate to the work we are already doing in distance education? What about legal implications of collaboration in course offerings. Who is in control here, the student or the faculty, the institutions or international consortia of distance education establishments?
POLICY ANALYST: Again, these are excellent questions. (Pauses for a while). When I first conceived the idea, I simply thought of it as a facility to expand access to higher education. It is therefore not a separate and competing higher education system although it will require structure to organize its operations. It is rather a complementary facility to higher education provided now in the country. But higher education provided now in the country needs help as well to improve its quality. My concept is to provide something to enhance the distance learning conducted through the postal and periodic site-visit system now in use. I want to have something that the present system can piggyback on to accelerate and improve provision and access. In short, the concept is to include all post-secondary institutions in the process. It might mean that faculty redesign programs to cater for both residential students and distance learners. It is also a call for partnership and collaboration between institutions and industry, between institutions and institutions, between faculty and faculty, and faculty and students both nationally and internationally. As to the legal implications, if higher education statutes and regulations need revision, then this should also be part of the implementation strategy of the concept. At present, we are working also to seek some concessions with other regulatory acts on finance and telecommunications. These and other associated statutes will need to be reviewed to work out where changes are needed to expedite the achievement of the goals of this concept.
