I would like to ask a question. Is it customary and acceptable for the officials of the Department of Higher Education to habitually lie?

If so, how does this affect the educational institutions in PNG.

Can this be justified as a cultural "norm"? If so, should it be taught in the schools? How does this square with the frequent call for the teaching of values by the schools, the family, and the churches?
