Congratulations on this idea, administrators!

As far as I know, tok pisin was only to be introduced into schools where the most common local language was tok pisin - for example in most of the towns.

The idea is that if kids first learn to read in the language they are comfortable talking with - whatever that language happens to be - that they will learn much faster, and really "get it" when it comes to reading skills. Then around Grade 3, they are eased into English reading and writing.

There were studies some years ago in Bougainville (before the insurgency) regarding this. I think the studies took place in the 1980's. Those studies showed clearly that kids who learned reading in their speaking language progressed much faster, including the later transfer to English.
