Perhaps the question is why they are not getting paid. Are they posted out in the remote jungle schools in the country? Are they volunteer teachers? Are they teachers just picked up and need to have new files opened for them? Is someone in the pay office pocketing their pay? Who is sponsoring these teachers, the government or the missions or other NGOs? Unless, we know answers to these questions, we may continue to make wild guesses on how they could be listed on the payroll and be paid.

I believe those in remote areas often don't receive their pay and live on borrowed money for months on end because they cannot make the journey to the pay office. If this is the context, and they are on the payroll, they should have pays sent to their account to allow them to continue the teaching and with the ATM machines located in urban centers or outposts, they could withdraw at will on the weekends.

If they are new and employed under the province or national eduction system new files should be open for them by the pay office in the province or the national department of education.

In terms of other questions above, I don't have a clue as to how to get them paid.
