Absolutely! This is reminiscent of the Splashpark. When the compact was signed by the Senecas, John Bartolomei and the others owners suddenly reopened the defunct water park. They gave away free tickets in an attempt to boast the attendance and claimed it was worth hundred of millions. The eminent domain trial lasted for months. The owners tried to value every screw, bolt, concrete, kitchen sink and even the dirt. The court valued the property at $25 million. The owners entered into a settlement with the Senecas. The terms were never disclosed. An eminent domain process will take a minimum of 10 years. This proposal is DOA.
