This man clearly has nothing to do with genuine Kriya Yoga teaching. The claims to have received initiation from Lahiri Mahasaya are clearly false. Many claim to have received teachings from the inner planes, or from dead masters, but Paramahansa Yogananda spoke out against such claims. In the early stages people are just not advanced enough to receive such teachings directly from the inner planes.

The use of drugs is also not part of Kriya, although it may well have proved very popular with the hippies who visited Baba.

The place in Kathmandu where this man lived, Swayambunath, is a tourist area close to a main Stupa (commonly known as The Monkey Temple), and there are many so called holy men there willing to relieve the western seeker of the burden of material wealth.

I don't believe this man can be taken seriously, an interesting account though.
