Answers (a) and (c) aren't mutually exclusive, so I wasn't sure which way to vote.

By the way, anyone who thinks eyewitness testimony regarding UFOs is useful should really take a look at the literature on visual perception and error. It is very instructive.

And here's an anecdote: Some skeptic, debunker type launched a small, glow-in-the-dark birthday balloon at night; sure enough, reports came in that there had been a mysterious, glowing object whose quicksilver motioned defied Earthly explanation. (Kind of like crop circles and cattle mutilations.)
