Howdy Peggy;

First, my condolances on the passing of your husband. Renal-Cell Carcinoma is not on the VA's list of presumptive diseases due to Agent Orange exposure. I'm not sure if the VA is currently looking into the possibility of adding more diseases to the list. In order to do so, the VA needs scientific and statistical evidence that the disease in question has a higher rate of incidence for those veterans who were exposed to AO than it is in the general population. I know that Prostate Cancer is on the list. Is Renal-Cell Carcinoma related to that? Try getting in touch with a Service Representative of a veterans' organization (like the American Legion, VFW, VVA, or DAV). They are free of charge and should be up to date on the latest laws and regulations concerning claims.
