Howdy Frisbee;

The Navy Combat Action Ribbon (NCAR) is, like you say, somewhat similar to the Army's CIB/CMB, but it is (like you say) not restricted to MOS like the CIB/CMB although flag officers cannot receive it. The NCAR is the only decoration for the Navy, Marine Corps, and Coast Guard (if under the command of the Navy) which has no medal associated with it. Since the NCAR is for ground or surface combat with an armed hostile force but not restricted by MOS, it still leaves the Marine Corps infantry and Navy Corpsman without any special recognition of their own. That is what I'm giping about.
