Two year old peahen will normaly all way lay I have never had one that did not except java hens they normaly don't lay till 3 years old. One year old hen will sometime lay we have hatch chicks out of one year old hen with mature males. I have a yearling pen and there 4 or 5 hens laying in there but no mature male. Your hen is probably setting on eggs and will show up with babys if something don't get her.
