Long ago there were a couple that lived in Saint Augustine
that went to law over the right to have pet chickens.
They did win the right to keep four (females only- because
males do the crowing)
-------
The definition of a "pet" is any sort of creature that is
kept as a companion. Not only cats and dogs but birds,
lizards, snakes, even spiders.
When I was young I had a pet duck. I have had many pet
chickens. I have had pet peafowls, too.
You should take your question to the United Peafowl
Association forum.
