I just realized that some Indian blue peafowl and mutations will also have these unspecialized train coverts.

Come on folks. If you ever thought your peafowl might actually have a purpose- that is earn their keep- this is a fantastic opportunity.
Again, feathers needed for major motion picture costumes.
These feathers are the undeveloped train feathers of peafowl
with no eye spots or barring. Females and subadults will moult these every year.
