This "victim" should be prosecuted. This was clearly a hate crime. It was meant to cause racial problems were there wasn't any. All the cadets were subjected to a dressing down by an over jealous leader who only needed to do a bit of investigating to get to the truth. Too many people jump on this bandwagon long before all the facts are gathered.
