Subject: Anyone for Golf in France?

Not that anyone on this board would ever consider such a proposition, but check out the following story:

Geese Ruffle Open Feathers

In short, bird shit on Le Golf National's 15th hole damaged the green to the point where the green had to be resurfaced prior to last week's French Open (not the tennis tournament). If I were golfing and had bird shit in the way of my putt, what are the rules? If I wanted to "improve my lie", what kind of penalty would I be facing?
