If the British did not care then there would have been no colonies in the first place, Individuals or collections /associations of people for a variety of reasons went overseas this was not controlled or directed by whitehall or parliament, the monarch would give a charter but it was up to indivduals to make their choices. Strong centalized government did not exist simply because the money & infrastructure was not around. Cromwell trying to control every thing ended up going bankrupt.
