Federal Systems have some big benefits, but the problem is always balance the power of the central government with that of the lower level of Governments. In the United States, I think that it has shifted a bit to much in the favor the Federal Government. They can improve fiscal policy though by entering a bit of competition into it and local governments tend to be more responsive to local problems.
