You must remember that in 1867, the US had a huge army - it being just after the American Civil War finished. There was also serious lobbying from Irish Americans to invade (in fact some of them went on and invaded Canada anyway - all by themselves). Diplomatically it didn't make sense for the Americans to annoy Britain in 1867, but for domestic purposes it was useful not to deny it entirely - and it certainly worried the Canadians.
