I don't think the Germans could ever have totally supressed the Soviets. The population and area was simply too large. Even if the Nazis occupied key cities, the Soviets had the capacity to still fight from further east, whether conventional warfare or guerilla warfare. Look what happened with the Japanese in China.

A decline in morale would be the key to defeating the USSR, but since the Nazis were bent on eliminating the Slavs as a race and destroying their civilisation, I doubt that you would see any waning in willpower in fighting against the Nazis!
