Subject: Could any one time British Colony join the Commonwealth if it fit all requirements?

As Mozambique joined the Commonwealth and it was a Portuguese colony not a British one during its colonial period, could non-member one time British colonies join? Well, of course some have leaders that are opposed to things the Commonwealth supports, but if they became democratic and asked to join, could they? And would America have to change if we just decided to join? If so, how? We have that special relationship and last year were certified deeply flawed democracy.
