I am not British, but I have an opinion on it. I don't feel some of the ex-Empire countries are not on good term with the British. Mothers and grown children can have touchiness in the relationship, so some of the 2nd British Empire countries may not want foreign aid from Britain.
Burma/Myanmar did not want British help after Cyclone Nargis, so they would probably spit on the idea.
