Peninsula war was a little different. The soldiers there were mostly press ganged and not long term standing army like the ones used on the continent. Its not a draw if you look at it from each countries objectives. America started the war with the intention of seizing land from Canada. Britain merely wanted to defend Canada. Britain achieved its goals, America didn't. That's like saying ww1 was a draw because Germany kept its boundaries.
