Well that depends. Im not going to name places, but there ARE places in England where the English is terrible. And there are places in the US where the English is correct and very proper. So its not a country specifc thing, it comes down to education and specific location.

Oh and i think you will find that all English speaking countries are former British Territoreis/Colonies
