I would say that the UK has no particular moral obligation to undertake nation building, the problem with nation building by and large is that in many case it is to close to the whole "white mans burden" idea, and even thou it may have the best of intentions at times, it often ends up causing problems.
While the United States has made a number of mistakes in Iraq regardless of that or the nation involved things were not going to go well in Iraq, while I am sure most of the Iraqis are glad to see Saddam Hussein gone, a large percentage if not most of the Iraqis populace and most of the factions with power bases do not want Iraq occupied or controlled by any outside force, to be exact many of them have a vested interest in seeing that the US every one else pulls out of the region
