On the other hand, one has to ask the question; why would Dunne choose to extend his last and most recent ship, one presumably his most valuable, to someone who has yet to project?

Rather simple. Many kids can not qualify until they get their final grades in June. They would have the SAT score but need a specifc average at the end of the year. Some are right on the cusp going into the last semester that projection is not a guarantee. However some are close enough to feel they will get it or if not, can be brought up to level through summer classes. I just don't think Dunne would take a chance on a kid that would not make it in the late period. Now of course a fall signing could also become a question, remember BK. Can't fault anyone there, and as you say the PSAL has a phenominal record of non-qualifiers, so I believe that Reid will be the case. But of course, you probably already know.
