I suppose since the X-Files was a small, specialized division of the FBI, it would make sense that the agents working that division wouldn't be rotated too frequently. Field agents probably change partners more frequently. I think what was actually pretty unrealistic was that they allowed Mulder and Scully to remain partners even when they were working the terrorist detail in early season six.
Mulder, okay, I can understand that; but Scully was a pathologist. . .even if they were trying to "teach her a lesson" would they really have allowed someone with her medical background to waste her time interviewing farmers about how much fertlizer they'd purchased?
