some say it was because he couldn't play anymore, and the recordings were bad.

"Some" wouldn't be Mr Richards, now, would it? Unless and until we can hear the recordings, I think we should reserve judgment on Brian's ability to play (or lack thereof). He's on only two songs on Let It Bleed and his contributions to those songs are minor, but his playing on Beggars Banquet is mighty fine. His slide on "No Expectations" is spectacular, as it is on the wonderful outtake "Still a Fool". My guess is that his absence on LIB is due to his having lost interest, not an inability to play.

do you know if The Stones ever put "Angie" on an album? If so, which one?

It is on the fabulous and totally underrated Goat's Head Soup. A wonderful album which I strongly recommend to anyone who would like to hear a more mellow side of the Stones. Keith took something of a back seat on this album (well, I suspect he was spending a lot of time shooting up in the basement or wherever), and Mick Taylor really made the most of his opportunity to shine. I suspect that at least two of the - ahem! - Jagger-Richards compositions on this album are actually Jagger-Taylor songs.

In Keith's defense, what I think is his best song can also be found on this album.
