Subject: Adjudication withheld

When a person is given probation and adjudication withheld status, does that mean that legally the person can respond to a job application as "No" to the question regarding ever having been convicted? A few years ago, a great employee who was under my supervision was fired by a county governement for falsification of her application. She had been tried as an adult even though she was only 14 years old at the time. Approxiamately 15 years later the incident was discovered during a background check. She had always considered herself as not having been convicted.

Although she was fired about 3 or 4 years ago, it still bothers me because I think her situation was handled erroneously by the county. Her civil service hearing was a joke.
