Have your friend stay away from her - dont call, email or see her. If she is harassing him, then get a restaining order against her. As to the rest of it, you should not try to over think it. Have your friend maintain his cellphone records, to get a debit card, and use it to buy everything and to save the receipts of everything that he buys -- you would be surprised at all the information contained on a 7-11 receipt for a slurpee (got one of my client off on a stalking case!)
