I don't understand.
To Think...would that be to think of, think out, think through....what?

or

rote learning...learning by technique of memorizing, repetition and mechanical routine...or what?

The bottom line whatever the method or madness...the failure is for the teaching to match the test method and purpose...but the student is the one who loses, either way. The test either says "I can't think" or "I don't know the material I was supposed to memorize"

Seems the whole idea of a spiral curriculum that repeats and expands year after year is "rote" by nature.

But even so...teaching one to think should help a student deal with even unfamiliar material, logically.

You would have to examine the test databank for the strand being measured to understand the intent of the test items, whether rote knowledge or thinking process is being assessed.
