Subject: WIlbanks overspends, and ignores accountability.

I'm still trying to figure out what "THE NEED TO DISCRIMINATE' means. Is this when Wilbanks promotes staff that fires based on race, when he cripples employeees based on their education level, of promotes managers responsible for civil rights violations and fines by the EEOC. HOw about passing out $5000 raises employees who do not do the work, and whine about not undertanding what to do. I think there is room for cuts in the school budget. Wilbanks is just waiting to retire into his $100,000+ year retirement package. I don't know which would be worse, keeping him or letting him go.
