Thanks for your preliminary analysis of 800 pages of GCPSS's IE2 Proposal. But surely you and Jim must have misread or misinterpreted some parts of the proposal, otherwise these observations HAVE TO FOLLOW:

1. GCPSS's IE2 Proposal reaffirms that many of its students haven't been receiving a minimum quality education, i.e. attained state baseline achievement scores.

2. GCPSS has been falsely billing itself as 'world class' when it now submits a proposal to 'improve' academic achievement for ALL students that:

(a) uses Georgia academic baseline scores (which rank near the bottom of 50 U.S. state averages)as a benchmark,

(b) effectively admits that certain subgroups of its existing student body have NOT been achieving Georgia baseline scores during past years,

(c) has followed County demographic trends and supposedly known for years that the number of students in such under-achieving subgroups has been INCREASING,

(d) yet still needs 5 MORE YEARS to bring the scores of these growing under-achieving subgroups up to Georgia baselines, and

(e) as part of this effort, allows a DECLINE in the performance of students in over-achieving subgroups.

Smacks more like a bailout of a failing organization by its rank 'n file employees than a proposal to 'improve the academic performance' of ALL GCPSS students. And you haven't even mentioned what 'penalties' GCPSS proposes to incur if it fails to meet its rigorous 'improve academic performance' goals!
