Subject: Think it through -- Part 2:

A nut-shell summary of the BoE/Ivy Prep Charter School lawsuit is: the Georgia Legislature created a state 'Commission' with authority to approve charter schools. This 'Commission' approved Ivy Prep and 'gave' Ivy Prep some of GCPSS's state allocated QBE funds (which are determined by the number of enrolled students at GCPSS each school year). The BoE is contending that doing so violates the Georgia Constitution.

The BoE lawsuit effectively is saying (A) the state QBE funds (whatever the amount) are GCPSS's PROPERTY to do with as the BoE pleases, (B) there is NO requirement nor should any Gwinnett parent realistically believe that GCPSS distributes a proportionate amount of state QBE funds to each of its schools and that each school spends an EQUAL amount of their QBE stipend on each enrolled student REGARDLESS of the student's economic status and/or academic performance, so that (C) any contention that reassigning state QBE funds -- as the 'Commission' has done with GCPSS's share -- deprives GCPSS's best and brightest students of more money that supposedly will improve their academic performance, is just so much bull----!

If you believe that an EQUAL share of your state public school taxes should benefit EACH and EVERY enrolled student in a non-charter public school system, then YOU SHOULD SUPPORT CHANGING the language of the applicable state laws to accomplish this objective. And please don't tell me what an administrative nightmare this would create. Because this is PRECISELY what GCPSS wants to do with $19.2 Million in Title 1 stimulus funding it is receiving! (Refer to 11/11/09 AJ/C article entitled SCHOOLS ASK TO SPREAD STIMULUS MONEY for details)

Lastly, you SHOULDN'T BE SUPPORTING a BoE lawsuit that (1) punishes those Gwinnett students and parents that want a better academic education for their children, and (2) forces the GADoE to dole out your state public school tax money to non-charter public school system bureaucrats to do with as they please!
