For those that still are following this case, don't forget it's ALL about MONEY!

An amusing but confusing summary would be: the BoE is spending LOCAL school tax dollars to sue the State for giving State QBE money (which the BoE believes belongs to GCPSS) to a charter school (which the BoE concomitantly believes Georgia's Constitution prohibits the State from doing) that the Georgia Charter Schools Commission created (because the BoE wouldn't approve the application originally submitted by this charter school.

I'm thinking the biggest public school system in Georgia didn't like an upstart State Charter Schools Commission 'giving' some $800,000 of what it considers to be ITS money to Ivy Prep Charter school. How significant is $800,000 in the context of a $1,200,000,000 annual budget? How about a trivial .00067%!

But rather than playing percentage games, EVERY tax dollar should matter in tight public school budget years, right? So, if 800,000 Georgia QBE dollars are CRITICAL to enabling GCPSS to provide a 'world class' academic education to EVERY student, why simultaneously GIVE UP a NEAR EQUAL NUMBER of local school tax dollars by agreeing to participate in Gwinnett County TADs? And, if the BoE DOESN'T WIN its lawsuit, it will have a 'two fer' in annual losses each year for the next 25 years -- $800,000 in State QBE money it believes it should get but won't get + $800,000 in local school property taxes it already has admitted it will lose by recognizing the freeze on existing TAD property valuations/taxes.

However, in 2036, GCPSS says the previously lost $20 Million ($800,000/year X 25 years) of local school property taxes will be made-up in spades as revitalized TAD properties start generating INCREASED property tax revenues. If true, then what's wrong with the BoE betting $20 Million of school property tax dollars on the come 25 years down-the-road? Three things: when Gwinnett County politicians are selling stuff to County voters, they (1) regularly OVEREXAGGERATE the benefits, (2) NEVER guarantee their financial or other overexagerations, and (3) a minimum of 5 groups of GCPSS students -- totaling around 50,000 kids based on present statistics -- will go from kindergarten to 12th grade in a public school system that has VOLUNTARILY REDUCED needed(?) income by $20 Million!

If you're a parent who's still following this case and planning to enroll your kid(s) in GCPSS kindergarten between 2010 - 2014 and you support the BoE's lawsuit, you best continue believing that:

o the BoE shall WIN its lawsuit and the LOSS of $20
Million in TAD school property taxes WON'T affect the quality of your kid's academic education between 2010 and 2036,

o the BoE somehow shall convince the GADoE to maintain or increase its level of future annual QBE funding (which is based on actual FTE students and currently amounts to about $4,000 per FTE student) notwithstanding that GCPSS's actual FTE student counts vs forecasts have been trending lower since 2007 (by 3,000+ FEWER FTE students in the 2009/10 school year), and

o GCPSS historically has been spending MORE than necessary to provide a 'world class' academic education to EVERY student. Therefore, even if the BoE loses its lawsuit, GCPSS get less than expected QBE funding from the
State and there's a $20+ Million LOSS from frozen TAD property valuations/taxes, your kid(s) STILL will receive a 'world class' academic education while they move from K to 12th grade at GCPSS.
