Subject: Any guesses on this…

Somewhere in this forest of free association I mentioned Ivy Prep receives full QBE funding with no deduction for the 5 mill buy-in, and that it made sense since a start-up charter school can’t levy taxes.

New Life Academy of Excellence is also a start-up charter school, but the state DID deduct the buy-in amount – 240 grand worth – from their QBE earnings.

The logic behind this eludes me. Why would the state fund two start-up charter schools do differently?
