Subject: What's up?

Virtually all Georgia public school systems and County governments are crying poor-mouth. Some neighboring public school systems -- DeKalb and Fulton -- are facing big-time operating budget deficits and considering teacher layoffs, program cuts and school closings. All that is EXCEPT GCPSS!

`Even the Gwinnett BoE must realize that state/local revenues coming to GCPSS HAVE NO PLACE TO GO BUT DOWN! Some 'givens' are: (1) Georgia is experiencing budget problems and these problems unquestionably will translate into LESS state revenue for GCPSS, (2) Gwinnett County's property tax digest (from which GCPSS receives a sizeable share of its operating revenues) IS DECLINING principally due to current/future downward property valuations, (3) DECREASING STUDENT ENROLLMENTS (actual GCPSS student counts provide one basis for state financial contributions), (4) the GROWING PROBABILITY that Georgia courts will render an unfavorable ruling re: the BoE's lawsuit opposing charter school financing, which can further reduce state revenue coming to GCPSS, (5) County DEMOGRAPHIC CHANGES (based on U.S. Census data), which reflect increasing numbers of 'economically disadvantaged' students, and will require GCPSS to spend a greater amount of it annual operating revenues on programs to accomodate them, and notwithstanding these obvious facts, GCPSS 'leaders continue (6) to build more SPLOST funded classrooms/schools for fewer student, which necessitates INCREASED SYSTEM ANNUAL M&O COSTS, and (7) to AGREE TO PARTICIPATE in County TADs, which by GCPSS's own calculations, will cost it an estimated $20 Million in local property tax revenues over the next 25 years.

So, in this context, what thoughts do you have as to 'what's up' with GCPSS? I have some personal thoughts which I will shortly post. I would welcome your critiques -- so have at it!
