I believe more money is the primary goal of most public education advocates. Whether more money produces impoved academic achievement by students appears to be immaterial. So what's guaranteed source of more money and how might public education advocates go about obtaining same? Here's a hypothetical phased scenario:

Phase A: To avoid 'piling on' fellow BoC pols -- which could happen when County taxpayers begin receiving 'supplemental' tax bills -- GCPSS 'leaders' will remain mum about the system's allaged money problems until the citizen hullabaloo dies down. Once that happens, 'leaders' will begin hinting about a problematical 2010-11 GCPSS budget.

Phase B: To (1) avoid doubling-up a school tax increase on top of a County tax increase, and (2) give preferred candidates for local/state offices breathing room, 'leaders' will adopt an unrealistic GCPSS 2010-11 budget (just like the BoC did with the Brave's farm team stadium). Around November/December, GCPSS 'leaders' will announce this budget isn't cutting the mustard and emergency action is required (same tack Wilbanks took when past estimated E-SPLOST revenues did't materialize as projected and he sold the community on a make-up $300 Million Lease-Purchase scheme).

Phase C: GCPSS 'leaders' still can't just increase taxes without first doing the cut the fat/cut programs/lay off teachers routine. So, in early 2011, 'leaders' will schedule an Emergency Session to give them cover to take such steps and do anything else they feel needs to be done. This cover negates any past promises by 'leaders' or local pols as to what they won't do, job security, etc. (similar to BoC Chairman Bannister regularly forecasting tough economic times ahead for the County during past State of the County messages but not doing anything about what he is prophesizing until the County's economy tanks!).

Phase D: As expected, the token cuts don't do the job and GCPSS claims it still needs more revenues for the reasons cited in the previous post. But state/federal governments are running huge deficits and are unable or unwilling to provide additional financial assistance to GCPSS. So what to do? Why you look to a guaranteed source of more tax revenue -- the Gwinnett County taxpayer!

Phase E: But how do you hit on Gwinnett taxpayers who are in an anti-tax mood? You do it in a legal way via a Special Election in the Fall of 2011. A Special Election
gives public education advocates two advantages: (1) it enables them to get a small number of 'economically disadvantaged' Gwinnett voters to the polls to approve a measure that raises school taxes for ALL Gwinnett taxpayers who actually pay taxes, and (2) it quashes any subsequent objections by 'wealthy! Gwinnett taxpayers who may object to the measure.

If some unanticipated monkey wrenches somehow gum up this game plan, GCPSS 'leaders' simply get out of Dodge via Commissioner Kenerly's and Nasuti's exist techniques.

So what's wrong with this scenario? And, regardless of who the GCPSS 'leaders' are. bookmark these events and approximate dates to see if they actually happen.
