The school must administer a norm referenced test every year, but the results are reported only to parents of individual students, as opposed to a school wide summary.

Oh yeah, a CPA has to document that financial records show the school is operating primarily as a school.

Utah taxpayers will know only that their tax money is going to a school attended by a student.

If that's anyone's idea of accountability, then you betcha - it's all there.
