Gwinnett tax payers funded the states experiment on high stakes testing and the deal was cut between then Gov. Roy and our BOE. The gateway was supposed to go away--that was the plan. What disrupted that plan and caused it to hang around as long as it did, I suspect, was due to "vocal minority" throwing a shadow of doubt on the entire process. Our BOE was forced to stay the course to maintain credibility.

Here's the thing though. The CRCT and much of the state testing will also disapear in the near future. Only to be replaced with a Federally controlled high stakes test. Control will ultimately be in the hands of the Fed. DOE. Which has actually been the plan they've been attempting to execute since the early 1930's.
