that's a SWAG for the overall budget.

The other day, Johnson was downtown throwing around $9k as his predicted voucher amount, which would be close to 3 FTE. As I recall, the FTE for kids covered by this runs from 2 to 5, so his guess is probably as good as any.

I'd be reluctant to say, "hey, each voucher will cost us funding for three students," because the extra expense is the very reason it's funded that way.

I'd me more inclined to say, "hey, each voucher hands $9,000 of public money over to an individual who can spend it with no oversight and the public has no say in what happens to their money" - or something similar.
