I thought a kid had to be 5 to start kindergarten. Am I wrong about this?

If that's correct, why is this woman talking about Fulton County Public Schools? The kid won't start this year OR next year. Also, if the other kids are twice this one's age, that means they have 8 year olds starting kindergarten, which as far as I know, isn't legal.
