Why don't we just skip testing the kids and do socioeconomic profiling and assign educational proficiency rating based on the parents profile? Schools shouldn't be expected to educate disadvantaged children at any price and they certainly shouldn't be held accountable for it.

They are professionals, they do have accreditation and are financially backed, but having poor children is such a handicap they can't overcome. Only the truly wealthy get to become proficient in math and reading and that is only because their parents are privileged, not based on the schools. Despite this, I still believe public schools are for everybody, I think.
