This goes back a few years. Cobb, like Gwinnett, was experiencing an influx of non-English speaking kids. They decided against dual language instruction and instead opted to send the kids to learn English first. They'd miss about six months of regular school, but be better prepared when they got into the classroom. Or, at least that was the plan. I favored something like this for Gwinnett, sugesting that the old Norcross High School be used for that purpose, but nothing ever came of it.

I have no earthly idea why Cobb abandoned their plan.
