Will, as is his custom, is indulging in completely muddled thinking. He sees no sense in saying that the US is acting in defiance of the UN when it tries to enforce Resolution 1441 without a proper authorization for force. However, I'm sure he'd see exactly the sense in it if we changed the context to some other field.

For example, let's say that Congress got together and voted that the state of Texas must either stop enforcing the death penalty, or improve their notoriously shabby legal protections for the accused (tainted evidence, sleeping public defenders, etc.) Now, let's further say that Texas responds by making a few reluctant, wholly inadequate gestures. As a result, the leaders of the states of Massachusetts and Connecticut get together and make the point that Texas is defying the Congress, but they are unable to get Congress to enforce their own law. So, the states of Massachusetts and Connecticut decide to invade Texas on their own, bombing the state house and attempting to force gubernatorial regime change. Would George Will claim that this was a perfectly legal act, since it was an attempt to enforce the Congress' law?
