Subject: Assasinations

If there are any lawyers here (Arkady?) maybe they can help me. It's my understanding that there are executive orders making it illegal for the United States to participate in assasination attempts. Doesn't that make these "decapitation strikes" illegal?

I mean, if it was a U.S. president instead of Saddam Hussein and the assasin were Lee Harvey Oswald instead of the U.S. military what would it be called? I can venture that it wouldn't be called a "decapitation strike".
