Subject: Tax cuts and the poor

Hi Michael (in Mass) and everyone,

I wrote this post but it was pushed off the board before you could see it. I'm bringing it to the top again for comment:

You made the following comment:

Michael: Now, given those facts, if you cut rates "across the board" and also cut benefits more or less "across the board", then the net result is that the rich end up better off while the poor and middle class end up worse off, once you net out retained income vs. lost benefits. An across-the-board tax cut like Bush's probably helps 5% of Americans and hurts the other 95%, in net.

I very strongly disagree that a reduction in taxes will translate in a reduction in benefits. Most government benefits are 'entitlements' which means that if you qualify, the government pays; no questions. So to cut benefits such as AFDC, Soc Sec, Medicare, would require a specific vote on that entitlement to change the law.

The current situation is about dealing with a surplus. That is revenue projected above and beyond current estimated needs. Therefore, your argument that a tax cut translates into a benefit for the wealthy at the cost of the poor, is incorrect.

Richard
