Subject: Definitely at the judge's discretion (though I think some feiseanna give direction to place through 5th or just 3rd), and more common to see ties at the top in the beginner levels. If you're wondering before a feis, you could check results from the year prior for that feis to see if there's a pattern being encouraged by the feis vs. just the judge's preference.
